Power and authority of local government body in the area of urban development

Abstract. The article provides an extensive analysis of the dynamics of changes in the scope of authority of local governments in urban development. The necessity of further improving the scientific, legal and institutional frameworks for the development of joint activities of local governments and investors based on public-private partnership. Generalized world experience of motivational mechanisms in an urban setting that allows you to develop specific proposals in the context of improving the regulatory framework on the basis of amendment of the Law of Ukraine «On investment activity» dated September 18, 1991 and the Law of Ukraine «On Foreign Investment» 19 March 1996 in order to better reflect the interests of the investors operating in the field of building and construction customers facilities in Ukraine. The conclusion about the need to make additions to the Law of Ukraine «On Local Self-Government in Ukraine» in order to expand the scope of authority of local governments in urban development.

Innovation component evaluation of the economic growth at the communal enterprises: modern condition, problems and prospects of the development

Abstract. The article considers the essence of the innovation component of economic growth of communal enterprises. There is substantiated a priority vector of innovative development based on the systematization of the existing normative-legal ensuring of innovation activity. Studied modern trends of innovative development of communal enterprises on generation and distribution of electric power, gas and water. Calculated parameters of innovative component of economic growth of public utilities and presented gradation in the levels of economic security, taking into account the thresholds obtained with the help of methods of mathematical statistics. It is established, that at the present stage of development of the economic security of the innovative component of the communal enterprises corresponds to the critical level. Distributed utilities on the most significant factors that inhibit innovation. Based on these studies formed recommendations to stimulate the economic growth of the innovative component of the communal enterprises.

Defined the essence and the basic components of strategic management of the city. Proposed to improve the structure of city management by assessing the implementation of the strategic directions development of the territory.

International experience of modern organizational structures of construction enterprises

Abstract. The article defines the international experience of the organization of enterprises in the construction sector. It’s determined that the organizational structure of a construction company should contribute to the ultimate goal of its team efficiently and with minimal losses. It’s analyzed that the scientists determined two main types of organizational structures: mechanistic and organistic which primarily differs from a great flexibility in the interaction with the external environment. The advantages and disadvantages of the following organizational structures of construction companies which are used abroad were investigated in this paper. Namely they are: linear, functional, matrix organizational structure, «turnkey» project organizational structure, the cartel. The peculiarities of these organizational structures were identified and their possible use in Ukraine was defined also.

Components of state management competitive development region

Abstract. The article defines the basic components of governance competitive development of the region. The basic concepts of «region», «competitive development» and «governance competitive development» have been given. The interpretation of the basic concepts in the interpretation of Article famous Ukrainian and foreign scientists have been carried out. State Administration of competitive development of the region is a complex and complicated system. Complexity of the system is manifested in the coordination of interests of all groups in the region in the process of life. It has been determined that the competitive development of the region – it is a positive change of the regional economy, the development of economic processes from simple to complex. In this paper, it has been determined that the major components of governance competitive development of the region include: regional policy, regional capacities and mechanisms for regional development (regulatory, economic, organizational and motivational).

Perspectives of public-private partnership in regional housing and utilities

Abstract. This paper examines the regional housing and utilities as a complex, opened, dynamic mesologisctic system. The mechanism of interest coordination in this system and forming the general financial recourses fund scheme are proposed. The author came to the conclusion about the need to use public-private partnerships to the high level housing and utilities cost problem solving in this study. This will help to interest conflict resolution among regional housing and communal system members and external participant, which are realized the resources and financial support. The object division into «donor» and «recipient» according to their ability to generate cumulative positive cash flow are proposed to select public-private partnership using priority. Primary priority is proposed to consolidate the enterprises with the temporary recipient status. It is proposed to use the public-private partnerships opportunity to the financial capability increasing. It is possible through the financial flows redistribution between profitable and unprofitable companies within the housing and utilities sector in the region to rise the financial abilities.

Ownership of producer goods as motivation to creative activity

Abstract.The principles reflecting interrelation between stimulation of creative activity and presence of the property right of the worker on means of production during the knowledge economy formation have been formulated. It has been defined that with transition of a kind of activity from reproductive to the creative one the share of internal motivation of a worker increases in comparison with external stimulation. It has been given reason that one of the most effective ways of maintenance of an internal involvement of the employee in achievement of necessary results of organization activity is availability of the property right to means of production.

Abstract. The problems of reproduction of labor resources an old industrial region and its innovative and foreign trade has been considered. The article has determined that the main problem of the development of the productive forces of the Donetsk region is a significant concentration of industrial production with the presence of extensive resource use and aging technologies that led to urbanization, the stress on the ecological environment, increase the cost of labor resources. Over the past 150 years, the development in the field of mining complex, metallurgy, mechanical engineering and chemical industries gradually led to the optimal positioning of the productive forces in industry specialization. Further development should be associated with a reduction factor depending on the mining and economical relation to the environment, as well as the growth of innovative high-tech and IT-technologies, increase agricultural productivity, development of range of related services.

Abstract. The lack of a systematic approach to the implementation of the state policy in the coal industry is one of the key reasons for its poor condition. Attempts to solve the problem of reducing the volume of coal mining, coal unprofitable state enterprises, low technological level of production without solving the problem of improving enterprise management system at all levels, eliminates the possibility of attracting large-scale investments and reform of this kind of economic activity. With this in mind, the authors proposed a mechanism for planning production-economic indicators, focused on improving their efficiency in modern conditions, which includes tools for analyzing and forecasting the development of decision support systems for planning activities of mines, reserves growth model to identify the financial result and modern tools to attract investment. The combination of modern methods of analysis, forecasting and modeling allows the development of a comprehensive model of management coal enterprises.

Assessment of the quality of logistics services based on the balanced scorecard

Abstract. This paper proposes a method of assessing the quality of integrated logistics services based on generalized balanced scorecard, which allows to evaluate the quality of logistics services and to provide information and analytical support management decisions in the process of improvement in the industry. Assessment of quality is aimed at establishing the status and characteristics of the complex logistics services, identification of «bottlenecks» in the logistics system and developing ways to overcome them. Using the method of assessing the quality of logistics services in the practice of management activity allows informationanalytical support and makes the adoption of reasonable and informed decisions while improving logistics business processes. In addition, the proposed method is a basis for the development of modern logistics service management methodology in industrial plants.

Concept formation of administration economic development housing and municipal Ukraine

Abstract. This paper investigates the housing and utilities as a dynamic economic system, with its change of qualitative properties and the general laws of its regulation. The concept of management of Housing and Utilities Servises of Ukraine based on the synergetic use of the method of cognition and regulation of activity has been developmented. Using this method allowed us to achieve the maximum possible complexity, the organic nature of managerial decisions and harmonization of regulatory mechanism in the industry by covering the totality of the constituent elements of housing and communal services. In their study, the author concluded that the formation of Management of Housing and Utilities Services Development should be based on changes of unproductive elements of the model administrative command and control as a result of implementation of the developed scientific concept of integrated state regulation of economic development of housing and utilities services.

Extend the life of industrial buildings by arrangements and savings funds under construction (reconstruction)

Abstract. In the article the review of possible violations in the field of urban planning by owners of industrial buildings under construction (reconstruction) and putting in operation of buildings was completed. The calculations of fines for such offenses as of the first half of 2014 were done. The relationship established between the prescribed period of operation, the frequency of major repairs of buildings for production purposes and scope of possible penalties for offenses committed by customers of construction (reconstruction). The recommendations of the effective action of customer service in order to prevent violations in the field of urban planning and saving money that could go to pay fines. Reasoned proposal of sending savings for the planned overhaul of the foundation, which will contribute to lengthening the life cycle of the building.
