Housing energy efficiency as reserve of height of his economic potential

Abstract. The article is based on analysis of the energy efficiency of housing identified reserves increase its economic potential. During the analysis the energy intensity of the residential sector based on energy balance of Ukraine. Established problem of energy efficiency in housing. It is noted that energy efficiency in the industrial regions of the residential sector is the smallest and requires appropriate policies to improve it. The concept of energy efficiency and energy efficiency rating is composed of regions of Ukraine in the residential sector. The basis of the rating selected indicators of energy consumption, energy intensity of housing, energy efficiency and the estimated potential savings. Detected regions with the greatest potential energy savings in the residential sector. We prove the relationship between increased energy efficiency housing and improve living conditions of the population, the promotion of employment in the region. Ways of improving energy efficiency of housing in regional areas and the introduction of energy-saving policies in the residential sector.

Determinants of structural imbalances in the economy and managerial-instrumental mechanism of their settlement

Abstract. The overall quality of the characteristic of the economic system serves dynamics sectoral structure of the national economy. The changes in the sectoral structure of the economy on various grounds during the years 1990–2012 were examined, as well as identified the determinants of a destructive nature that hindered the socio-economic dynamic from the positions of emergence and development of the welfare state. Attention was focused on the methodological aspects of establishing the degree of progressivity of structural changes and how to make structuring processes manageable. It is proposed to radically change the mechanism of formation of structural policy priorities which should be determined on the basis of long-and medium-term foundations of socio-economic development.

Ecological building as innovative approach of sustainable development of Ukraine

Abstract. The nature and objectives of ecological construction have been examined and analyzed. Institutional bodies responsible for development and implementation of major regulatory documents in the field of economic security – national standards have been defined. The key internationally- recognized system of environmental review of the property – their nature and content has been exposed. The main benefits of green building to the environment, health and society and the economy have been analyzed. The place of environmental safety in the construction industry in Ukraine has been established. The steps that have been taken towards the development of the legal framework for the establishment of standards of environmental safety in Ukraine have been revealed. The principles of environmental safety and prospects in Ukraine have been defined in the closure.

Effective use of resources as a condition for sustainable development of the building trade

Abstract. The article analyzes the status and opportunities for effective use of the available resource base in order to ensure sustainable development of the building in Ukraine in the current economic conditions. The author presents definition of the concept of «sustainable development in building», its purpose and role of investment-building complex in providing the foundation for sustainable development of the economy. The basic competitive advantages of native building trade, peculiarities of the use of material-technical, human, financial and natural resources are singled out, and the values of the corresponding quantitative indicators are also calculated. Due to their analysis in the dynamics, the corresponding trends and the main problems in achieving sustainable development in building. As a result of conducted investigations there were revealed the conditions and the potential opportunities for increasing efficiency of the building trade directed into the assurance sustainable development.

Abstract. It has been developed the scientific and methodological tools for managing social motivation on the enterprises of housing and communal services, which give the possibility to the enterprise to create such motivational strategy that can be based on the consideration of motives and antymotives that underlie in the conduct of members of the staff, and the strengths and weaknesses of subjects of business that determine economic opportunities and efforts to satisfy the needs of staff. Each of the fields presents all possible pair combinations and the ones, which need to be taken into account when forming a strategy of social motivation on enterprises of housing and communal services, are selected.

Interactions of entities in supply of investment attractiveness of territories

Abstract. The paper deals with the function of the social, engineering and economic interactions of entities in supply of investment attractiveness of territories. The investment attractiveness has been determined as a totality of objective and subjective conditions specifying opportunities of attraction and efficient application of investment sources at the corresponding territory. The expediency of development and introduction of Activity Standard of Executive Bodies of Regions of Ukraine on provision of conductive investment climate which will make opportunities to carry out on the regular base of estimation the efficiency of work of the regional power body on the problems concerning the investment sources has been motivated. The trends of improvement of existing system of social, engineering and economic interaction between the subjects of investment activity in present-day conditions of economic management have been offered.

Development of the calculation procedures of construction environmental risks

Abstract. The article deals with the theoretical and practical aspects of the construction environmental risk assessment and calculation. There is given a definition of the concept «degree of environmental risk»; its components and peculiarities of assessment are determined. The present state and problems of the environmental risk management in the construction of projects as well as the normative support of these procedures were analyzed. It has been found that in Ukraine there are no standards to determine the degree of environmental risks which are in agreement with the international documents. There are proposed the recommendations on improving the management of environmental risks basing on the complex informational support which allows coordinating different aspects of making management decisions and makes it possible to apply both the typical and differential approaches to the management of the construction environmental risks.

Ways of improving the normative-legal mechanism of regional development

Abstract. The article is about the main mechanisms to provide an effective regional development and a way of improving the normative-legal mechanism through the formation of the regional conceptions of the development is suggested. The purpose of the creation of such conceptions is substantiated and there are given the basic stages of the creation of the conceptions of regional development, namely: analysis of problems; formulation of the objectives and strategies; assessment of possible consequences; selection of the optimal strategy. Every stage of the conception creation is considered. It has been indicated here that the conception of regional development is to comprise the strategy of long-term development and its short substantiation, a model structure of such a strategy being given in the article. There is suggested a structure of the standard conception of the regional development; its application all over the country will make it possible to improve the management of the processes of regional development and to lay down a unified strategy of the long-term regional development.

Social responsibility of business structures and local authorities in modern conditions

Abstract. Nowadays the socially responsible activities of business are the generally accepted rule followed by great number of big, average and even small companies all over the world. With a review to extraordinary public and economic profits that social responsible plays important role, the problems of its development belong to the sphere of special attention of government bodies of great number of the world’s countries and leading international organizations. The manifestation of the attention consists in elaboration of standards of socially responsible business and measures to stimulate business up to socially responsible activities. The given paper has made more precise the concept the «socially responsible business», has analyzed the priority operational components of socially responsible business management. During investigation of the topic, the reasons of the lower level of social responsibility of local business structures have been unveiled, the necessity of reformation of all the system of satisfaction of social needs with the purpose of intensification of social responsibility of business has been justified. The recommendations concerning the development of socially responsible business have been suggested on the investigation results.

Development of integration strategies of innovative investment activity in the regions of Ukraine in the conditions of development of the information and transport internetwork «East – West» (on the example of Donbas region)

Abstract. Development of integration strategies of innovative investment activity in the regions of Ukraine is based on application of the approaches offered by the author of the article, and that is first of all connected with expansion of marketing possibilities for innovative investment development of the territories on the example of Donbas region. Offered integration strategies of activation of innovative investment activity in Donbas in the conditions of development of eurointegration processes and information transport internetwork «East – West». For realization of the marketing opportunities offered integration strategies it is advisable to establish cross-border transport and logistics-construction cluster «East – West», as well as the formation of the developed investment and innovative infrastructure in the Donbas region through the proposed organizational structures Donbas innovative financial group and Donbas Corporation for the development of the region.

Attraction of investment mechanism into restructuring of housing and communal facilities

Abstract. The paper has considered the fundamental components of the attraction of investments mechanism into restructuring of housing and communal facilities: provision of 100 per cent of payment services by a consumer in the aggregate with strengthening of social protection of the poverty-stricken population groups; making inventories of assets of housing and communal enterprises; small business development promotion in the housing and communal facilities by provision of availability of credit resources for the branch investment projects; working out of complex of measures on decrease of risks level and their influence to the facility effectiveness of housing and communal facilities; conducting of restructuring of debit and credit indebtedness of the housing and communal facilities enterprises; establishment of rates completely offsetting the costs of the housing and communal facilities enterprises; demonopolization supply in the services provision sector on management and operation of amount of housing.
