Spending and profitable components of water supply and water drainage in the management information system “tariff”

Abstract. Here are considered the construction principles of economic–mathematical models of controlling a city water–supply system and sewerage based on designing the corresponding technological processes. An object–oriented information–graphic model of the networks of water supply, sewerage system, and their power supply is applied. A complex designing of the networks is done by mapping a model of a corresponding network on the model of its power supply. A common criterion of the efficient material and financial resources management is a minimization of variable costs predetermined to support technological processes which are an integral part of the services rate on water supply and sewerage. Such a model makes minimal variable costs at every moment of time and gives an opportunity to dynamically change the rate on a real-time basis.There has been developed a dilemma mathematical model of controlling a natural monopoly. This model generalizes both the model with the use of the public–optimum price and the model based on a fair profit. It is offered for using in the management information system «TARIFF».

Mechanisms of a financial support of a housing construction strategy

Abstract. The article is devoted to an analysis of the state of the problem of financing housing construction. There are considered such reasons of a poor state of the housing market as a lack of budgetary financing of housing construction observed against a background of a constant increase of a building volume; a time lag in running the programs of housing construction; objectively growing demands of the population to consumer qualities of the housing under construction and reconstruction; a permanent increase of budgetary costs on the development of the social and engineering infrastructure at the construction of business buildings. There was determined a role of the government management when solving the problem of providing Ukrainian people with dwellings. There is also considered a foreign practice of solving the problem of a financial support of the housing construction strategy that is now in the process of formation. A conclusion on appropriateness of solving the problems of financing the housing construction through the mortgage lending mechanism has been done.

State and prospects of the communal services development in the region 
Donbass National Academy of Civil Engineering and Architecture
Abstract. There are considered the state and prospects of the communal services development in the Region by example of studying the activity of enterprises of Donetsk region providing with water-supply and disposal services. As an increase of efficiency of the communal services operation is possible under a complex approach a special attention is paid to the implementation of the national program “Potable water in Ukraine”, the first stage of which specifies a stabilization of the financial state of the industrial enterprises. Investigation of the results of implementing the first stage of the program was the reason for making an analysis of the financial and economic state of an enterprise, the analysis revealing a number of negative factors. By the results of the analysis they pointed out an unsatisfactory financial and economic state of the sub-industry enterprises and a necessity of making the efforts directed on stabilization of the financial state more active by extending reforms.

Dependence of financial results of the activity of enterprises forming a company town on industrial risks

Abstract. The article is devoted to an influence of industrial risks on the efficiency of industrial and economic activities of the enterprises forming a company town. There are considered theoretical aspects of profit and risks in the market economy; their classification is given, and new features have been revealed. There has been fixed an influence of the financial effectiveness of the enterprises forming a company town on the improvement of the social infrastructure of the region. The most essential internal and external factors of the enterprise risk as distinctive features of Ukrainian enterprises have been revealed. A profit value for enterprises in the market economy has been determined; the scheme of dependence of financial results of an enterprise activity on a risk is given. Control strategies of risks based on the selection of the zones of financial effectiveness and a managerial staff propensity to risk are presented. The technique of choosing methods of controlling enterprise risks depending on losses and a risk level is shown.

A mechanism of the investment project management at the metallurgical enterprises

Abstract. The basic stages of the investment planning are considered in the article. There are shown the phases of an investment project management at the basic stages of the project development and realization. A mechanism of a complex management of investment projects is set forth. The mechanism suggested allows coordinating actions of a project management team and existing subdivisions of an enterprise, determining at the first stage an appropriateness of investing cash resources into the investment project, and estimating an expected economical and social efficiency, a result of the first stage being an investment project. The second stage of the project management means the control of the project implementation and work optimization that will not allow any increase of the initial investment amount and, as a consequence, will allow getting the planned economical and social results; the result of the second stage is a ready for service object. The third stage means the control and updating of the project realization as well as diagnostics of the financial state, which will allow supervising the achievement of the planned results. The third stage results in getting an economic and social effect.

Enterprise risks accompanying the development of a donetsk regionbuilding market

Abstract. The level of a building market development in Donetsk region has been analyzed in terms of the analysis of a normative base, statistical data, and R~AND~D activities. Civil engineering is determined as an industry subjected to the influence of enterprise risks. There has been analyzed economic literature, and a conclusion about the occasional character of researches of enterprise risks in the activity of the building sector enterprises performed by economic scientists has been done. There are also considered the basic enterprise risks which accompany a building enterprise activity. A set of measures to minimize the influence of enterprise risks, including those connected with getting permissions on construction sites, reconstruction, on the process of building goods production has been offered. There is considered a mechanism of insurance of construction-and-assembling risks, and its advantages over such preventive measures as reservation of assets and mobilization of additional credits. A conclusion about a necessity of a future detection and solution of the problems keeping a check on the building market development has been done.~AND~nbsp;

Activization of investment activity in region (on the example of Donetsk area)

Abstract. Ukraine is the country aiming to correspond by the level of economic and social development to the European countries under development. As known, investments are a basis of a successful development. In this connection, a problem of designing an effective investment model capable to provide a stability of the investments inflow both on the state and regional levels is more urgent than usual today .So, there have been considered the major factors of increasing an investment appeal of the Region cities and the Region itself, the levels of the existing investment risks, dynamics of an investment potential of Donetsk area have been analysed, on the basis of the analysis done there are given some recommendations on improving its investment climate. Conceptual approaches to drawing up perspective investment projects aimed at the attraction of foreign and home investments into the Donbass region have been developed.

New methods of local funds formation

Abstract. Social and economic development of the Ukrainian areas and cities depends on some factors including an effective cooperation of the local authorities and the private sector of economy. The interests of these subjects are interlacing in redistributing the GDP value and forming local budgets. Now, there is an urgent problem of local budget accumulation for the account of the own tax sources. Taking into account an urgency of the chosen direction of research, there is given a list of recommendations to reform the system of local taxation as the basis of an efficient functioning of local government bodies and measures on introducing new more efficient forms of budgeting at a local level. The authors have developed and submitted a new approach to the formation of a qualitatively new system of local finances. There is also introduced a complex classification of the Municipal Finances Formation.
