Evaluation of the effectiveness local government in the resource support 
Donbas National Academy of Civil Engineering and Architecture
Abstract. This article analyzes the role and justification of resource support in the effective functioning and development of local self-government, as well as the delimitation of the priority of different types of resources in the process. The existing methods for evaluating the effectiveness of local government, analyzed their advantages and disadvantages. The article explored and delineated the main approaches to the interpretation of the notion of «efficiency» and «effectiveness» of local government to understand and evaluate the results of the management of local authorities, and also to offer his own definition of concepts «the effectiveness of local government.» In the analysis the author draws on data obtained in the evaluation of the performance of local authorities of cities and districts of Donetsk region. In the article the author’s approach to assessing the effectiveness of local governments from the perspective of resource efficiency of local government. The basis of this approach is the idea that the effectiveness of local government can be determined by the effectiveness of the relevant territory, characterized by a number of socio-economic and environmental development. The effectiveness of the use of certain types of resources determines the dynamics of a particular indicator.

Ways of reforming of housing and communal services of the region

Abstract. In the dissertation existing scientific approaches to the problem of reforming housing and communal services, as a result of the main problems to be addressed, to include the main imperfection of the system of financing the housing sector, a weak mechanism for attracting investments in the reform of public utilities. Specific features of housing and communal services sector in terms of market relations. Generalized world experience of reforming housing and communal services in the region, revealed that the most acceptable for Ukraine «French» model of development of housing and communal services, based on municipal property on engineering and infrastructure. Analyzed the investment potential of the housing sector of the Donetsk region, which determines the dynamics of its investment activity, for its increase in investment activity is necessary to grow back the following: firstly, to analyze the investment potential of the housing sector; secondly, to form a strategy for the use of investment potential; third, to evaluate the degree of investment returns in the long term. Assess the state of housing and communal services of Donetsk region to identify problems intensify investment into the development of public utilities. The conditions for the creation of an attractive investment climate to enhance investment resources to the development of housing and communal services in the region. The mechanism of attracting investments in the development of housing in the region a key element of which is an integral model of evaluation of investment attractiveness of housing and communal enterprises.

Abstract. The article presents the theoretical basis for the formation of non-profit organizations, given the concept of a non-profit organization. The object of the research paper is the non-profit organizations. With the research methods such as the method of comparison, the method of expert assessments necessary to determine the features of management-for-profit organizations. To determine the theoretical bases of management of non-profit organization through the use of the principles, methods, functions, and management mechanisms. It was stressed the main difference of a commercial organization of non-profit, which is in the nature and purpose of the existence of these organizations. The paper paid attention to solving the basic problem of the existence of a non-profit organization: an insufficient number of means of financing these organizations. Much attention is paid to the social impact of investments in non-profit organizations. Non-profit organizations should play an important role in addressing the various socio-economic problems, exercising social control and offering alternative ways of solving social and economic problems of the regions.

The reform of personnel management as one of the key aspects of successful development of the state and commercial structures (the use of foreign experience)

Abstract. The article deals with theoretical and practical methods of reform of personnel management in state and commercial structures through the use of foreign experience. Without people there can be an organization. Without the right people no one organization can achieve its goals and survive in a competitive environment. Of course, that labor resources that relate to socio-economic categories, are one of the important aspects of the theory and practice of leadership. Specific responsibility for the overall management of human resources in large organizations usually entrusted to professionally trained employees of the personnel Department. In order that these professionals can actively contribute to the realization of the goals of the organization, they need not only knowledge and competence in their specific areas, but also awareness of the shortcomings of the leaders of the lower level. However if the lower level managers do not understand the specifics of personnel management mechanisms, opportunities and weaknesses, they are not able to take full advantage of the services of a specialist cadre. Therefore it is important that all managers know and understand the ways and methods of personnel management.

Ways of reforming of housing and communal economy of Donetsk region

Abstract. The article is devoted to ways of reforming of the enterprises of housing and communal economy of Donbass. One of the most significant theoretical and practical problems of today is the reform of housing and communal services in the region. Services of the enterprises of housing and utilities provide the needs of the population and existing companies for their normal functioning in modern conditions of managing. So important is the search for ways of reforming of system of housing and communal economy in crisis. The article offers recommendations for the creation of a competitive environment for housing and communal services. At the regional level it is necessary to use the potential for efficient operation of existing facilities of enterprises of housing and communal services. The article used the results of the state of activity of the enterprises of housing and utilities, including the Makiivka pouch KP «Company «Water of Donbass». To the entity identified key problems, causes severe financial and economic condition and proposed solutions to arising problems. Ensuring the financial stability of the housing and utilities complex is the main condition for the formation of normal market relations in this sector of the economy and involves the solution of many problems.
