About some aspects reformation of local self-government in Ukraine

Abstract. There are analyzed ways of reforming local governments in Ukraine. Principal causes of stopping a transformation of Ukraine into a parliament presidential republic are given: an excessive centralization of power, an inefficient organization of power at the regional level, incapable local governments. An international experience of local government was analyzed. A focus is on positive sides of an optimum parity between the government and local governments. The legislation concerning local government is analyzed, its lacks being revealed and ways of its improvement being suggested. There are listed ways of reforming the system of local government: reduction of local government authorities, delimitation of authorities between district and region public administrations, an increase of efficiency of managerial services given to the population by local public administration.

Use of a methodological potential of the theory of sustainable development for optimization of political and public management strategy
National Academy of Public Management at the President of Ukraine
Abstract. The problems of using a methodological content of the sustainable development theory in political government are analyzed. On the basis of the theory and practice analysis of political management there were singled out some aspects of using the methodology and technology of managing a sustainable development in this aspect, an analysis and forecasting of political conflicts where resource determinants of political decisions are obvious enough are carried out and it is only a question of optimizing the methods of their analysis. On the basis of the analysis there is given a political characteristic of the country which is a set of the parts as in a public product which is measured both by the production capacity and in a distribution of the budget of the social time. Such a characteristic is concluded to be useful not only for the strategy of the foreign policy management and for optimisation of the domestic strategy of the public management. On the basis of using the given indicator one can develop effective technologies of budgetary planning. The role of management paradigm of a sustainable development for more effective public government is grounded.

Mechanisms comparing estimation of the state support for the development of housing construction engineering in Ukraine and Czechia

Abstract. Development construction engineering in any state depends on the factors of the current situation in the country, among them: the housing policy on the national benefit growth and total internal product, the employment standard, level and ect. Studying of European countries experience which operate whiting the postsovet area allowed to reveal the influence level and peculiarities of dwelling fond, the specific featured and existing support program for the construction engineering development. The special attention is turned on features of the household fund, specific characteristics and existing program into support of construction engineering. Influence of state support is in process studied on becoming of industry of housing building in the postsovet area. Based on foreign experience of development of housing building, by the authors of the article new priorities and tasks of housing policy of Ukraine, order of their realization and sourcing were certain.

Problems of interaction between the local government and the public

Abstract. The article is about the research into efficiency of the interaction between the local government and the public. There are considered the results of questioning workers of Makeyevka city council. The interaction between the local government and the public is considered not to be efficient enough now, but in the future it will increase. According to the opinion of those questioned self organisation committees of population are the most active one in the town of Makeyevka. A low efficiency of the consulting public committees is noted. There are suggested some measures to increase the efficiency of interaction between the local government, public organizations, and members of a territorial community. The basic direction is activization of the territorial community members groups joined to decision making of Makeyevka city council. There is a need to report about both the results of local governments work and the questions which are to be discussed. Another important aspect to increase the efficiency of this cooperation is an establishment of an effective feedback mechanism.

The strategy sequence working out of the antycrisis regulation of building branch

Abstract. In the article the strategy sequence working out of the antycrises regulation of regional building complex has been represented as aggregate of stages from the purpose determination to monitoring organization. A purpose and basic tasks of the antycrises strategy regulation. Basic factors which restrict or stimulate the development of investment building complex has been taked. The estimation of strong and weak cases threats and possibilities of building complex Ukraine and Donetsk region has been given. The strategic aims of antycrises policy of the state in building have been established by means of tendency estimation of its development and potential. Within each purpose the subpurposes have been marked, which have the significance. The necessity of undertakings elaboration has been grounded as for the strategic aims achieve mentis in details as the first ones for coming out of crisis and progressive for the further economic stability in building branch. The purposefulness and sequence of the salable organizational low, economic and financial realization ways of undertakings in realization of antycrises regulation of building branch.

Analysis of tendencies of profitability of assets of build enterprises organizations of Ukraine

Abstract. In the article the basic tendencies of the using efficiency of the build enterprises capital of Ukraine have been considered in as for the regions. It has been cleared out, that the indexes of profitableness of the general main and turn over capital of the building enterprises of the investigated areas of Ukraine for 2003 2007 were with marked dynamic. On the basis of final information of the investigated enterprises the decreasing of turn over capital profitability in 2007 and swift change of values in 2003 2007 years. The indexes values of the combined profitableness and basic capital and their growth rate for analyzing period kept the tendency to the growth. The increasing of growth of the net income rate stimulated the growth of the combined capital which exceeded a growth of middle assets rate considerably. The growth of net income rate predomination average above a growth of middle assets rate testifies to predominance of purposefulness in relation to the increase of volume of financial results volume increasing above the economic potential one. Decreasing the growth rate of the turn over capital in 2007 year took place under in the influence of increasing of part of the debit debts, production supplies, unfinished production. The revealed tendencies of efficiency indexes of the use of capital and instruments of analysis ways became the basis for of their values forcasting in 2009-2010.

Financial provision of plumbing sewage economy development

Abstract. There is considered the current state and problems of financial provision of the plumbing sewage economy development. Directions of perfecting the tariff control of the industry services due to the introduction of a double base tariff. There are studied financial results of the plumbing sewage economy enterprises and key problems of financing were found out. On the basis of statistical data of the Ministry on questions of housing and communal economy as well as on the basis of our own researches a financial provision of tariffs on the services of water supply and disposal enterprises was estimated. Program documents in the sphere of financing the plumbing sewage economy were estimated and conclusions on their efficiency were done. To attract investments into the industry there is considered a model of the state private partnership.
