Modern technologies in development of building organization cadres: analysis of some models, problems and methods of their application

Abstract. In the article a problem is investigational development of skilled potential of modern organization which is generalized description of the forming system, distributing and use of shots of a build industry, which both persons, busy in a public production, and not busy hired workers, able to work by virtue of the possibilities behave to. Control system by skilled potential comes forward a research object as by the important element of management of a modern build organization. The analysis of some models of forming of skilled potential and methods of their use is conducted in the article. The result of the article is a conclusion, in obedience to which a management a build organization is on the threshold of new changes, requiring deep democratization and humanizing and, thus, must provide the high level of administrative culture and professional preparation of managers for any type of organization of a build complex.

Estimation to efficiency of the methods of the forecasting of the trained provision to building branch 
Donbass National Academy of Civil Engineering and Architecture
Abstract. The article is dedicated to estimation to efficiency of the methods of the forecasting of the trained provision to building branch. In condition of market economies of one of the massive problems is a development of the methods of the discovery to real need of the region in specialist of the building profile for building branch as one of the complex of the problems – an resource of the ensuring the investment initiatives of the region. The executed analysis of the experience and scientific studies in the field of improvements of the shaping labor resource in construction witnesses that reliability of the decisions in accordance with determination necessary amount labor resource in construction, in condition of the probabilistic nature building production, can be provided by way motivated their standbies. The central failure, inherent practically all branch methodical recommendation – an absence of some estimation to efficiency of the study of the personnel at base period, which brings about extrapolations existing defect in use specialist for the future.

Ground of conception of steady development of build enterprises

Abstract. Conceptual principles of steady development of a build complex are grounded in the article. The simultaneous effective functioning of economy and financial system to a great extent depends on optimization of the control a build complex system on the whole and at regional level. The special value is acquired by the ground of conception of steady development of enterprises of a build industry which must reflect vitally important for a build complex questions and foresee realization of measures on an increase organizationally of technical level of building, to the decline of a build production, to build products, improvement of its quality with the purpose of implementation of the planned volumes of building of habitation, objects of the industrial and community services.

City economic system as constituent of the regional economic system

Abstract. In the article an analysis is presented from position of approach of the systems of constituents of the regional economic system. The levels of the regional economic system are certain in taxonomical hierarchy is a level of region, level of city, level of major concerns. The detailed research of city as categories is conducted, including theories in relation to the origin of city, determination of system signs of city, and also it is given description of the city economic system by analogy with the regional economic system, taking into account territorial differences as aggregate of elements, constrained and interactive within the limits of territory of city, using natural and socio-economic potential for forming and development of the system of productive forces. Principles of construction of the city economic system are certain, the terms of division of cities are considered on monofunctional and полифункциональные, the role of city is investigational in providing of the effective functioning of the regional economic system.

Creative risk management – important problem of ukrainian development

Abstract. Overview of Kyiv estate market is presented in the article. Four stages of development projects are defined and grouped. Necessity of creative approach is substantiated for development projects. Components of creative thinking and their influence as lower level elements on upper level are presented (using hierarchy analysis method developed by Th.Saaty). Cooperation with experts from “Construction Group International” development company (Kharkov) allowed to transform verbal estimates into Saaty’s scale and develop the model of creative efforts distribution in development project which shows the influence of lower level on upper level. So, using hierarchical model, its analysis by specialists of development company and calculations done according to hierarchy analysis method, it was proved that creation of conditions for effective risk-management is the most important problem of any development project.

Particularities of the financial mechanism of the insurer in cut of the lending construction

Abstract. Research of problems of a financial politics, including macrofinancial stabilization, necessarily provides studying structure and character of action of the financial mechanism by means of which the state carries out regulation by social and economic development of the country in which one of the main components is insurance and construction. The author analyzes the financial mechanism of the insurance companies which function in territory of Ukraine, are regulated by the current legislation of this countries and carry out life insurance. In article features of the financial mechanism of the insurance company in a section of use of means of reserves of life insurance for long-term crediting construction of habitation, including individual builders are considered. The special attention is given to formation of credit relations of the insurer and the borrower, specifications of credit activity of the insurer at investment in construction of habitation and individual building.

Prospects of building of accessible habitation in ukraine

Abstract. In the article the actual questions of building of accessible habitation are considered in Ukraine and prospects of decision of this important socio-economic task on the nearest years. Availability of habitation is indissolubly related to the problem of optimization of his prime price. Basic factors influencing on growth of prime price of building are analyzed: price advance on building materials; low level of organization of building process and logistic; low quality of project-estimate document; high unproductive losses of person buildings on the stage of preparation of building, protracted terms of concordances, corruption and other Suggestions to enter the government control of prices on habitation and economic mechanisms in price adjusting in building industry are considered. Accessible sources and mechanisms of financing of projects on building of habitation and development of technical infrastructure for housing building are analyzed: state loans, direct private investments, credit facilities and etc Suggestions on the decline of unproductive expenses on building of habitation are represented.
