Theoretical and conceptual bases of state architectonically-building control
Kharkov regional institute of public administration of NAPA by the President of Ukraine
Abstract. The conceptual apparatus of state architectonically-building control is generalized in the article. Authorial determinations to the terms «state architecture and building control», «mechanisms of state architecture and building control», «object of state architecture and building control» and «subject of state architecture and building control» are also given in the paper. The author states that legal and organizational control mechanisms are the basic mechanisms of state architecture and building control that affect the development of the state system of architecture and building control. These mechanisms in practice operate through the following measures: permitting procedures, licensing, inspection procedures of the objects of state architecture and building control, interaction of state architecture and building control with the law enforcement authorities, suppression of architecture and building violations, bringing offenders to justice, object commissioning.

Assessment of administrative-institutional mechanism of state regulation in the real estate market

Abstract. Due to the analytical study’s results of the current situation in the administrative and institutional mechanisms of state regulation in real estate market the evaluation of mechanism’s current state is given and the components of administrative system of state regulation in the real estate market is defined in the article. Moreover, results of regulatory policy in major government entities are under the author’s analysis. It is also defined that the state of the administrative and institutional mechanism is satisfactory, however, it is determined that both positive and negative factors have their impact on the mechanisms of state regulation. The analysis predicted favorable conditions for the development of state regulation of the real estate market in Ukraine; especially the development of mechanisms is the need to improve underdeveloped areas at present regulation. The ways of further areas of scientific studies on state regulation of the market are also determined in the paper.

Foreign experience of strategic planning in public administration sphere of the regional development

Abstract. The foreign experience of strategic planning of public administration of the regional development is generalized. Based on the analysis of works of famous foreign and national scientists, practical recommendations for improving this process in Ukraine are developed. The necessity of using strategic planning as an innovative tool of regional policy is noted. Formulated recommendations for the using of public-private partnerships as a basis for building an effective dialogue between government, business and the community; providing coordination of strategic documents at all levels; the implementation of transparency, openness and publicity as an integral component of the process. The necessity of close relationship of science and public administration into implementation the strategic planning of sustainable regional development is noted. Outlined the benefits from the implementation of the system «Planning–Forecasting–Budget», also the professionalization of the process, refusing from strategic planning «from the achieved».

State regulation of the conditions of investment activity in Ukraine

Abstract. Given the definition of investment, investment activity, and public regulation of investment activities according to the current legislation. A list of the documents, which are the basis for the investment decision-making of national investment budget funds, is adducted. Identified the tools with which the regulation of the conditions of investment activity are carried out (effects on private investment decisions), and factors that affect the investment policy of the state. The classification of existing regulatory acts on the grounds of types of investment relations is determined, specifically, regulative: the main elements of investment relations, investment relations of professional subjects of the investment activity; investment relations of the nonprofessional subjects of the investment activity; investment relations involving the state and local governments; foreign investment in Ukraine; investments from Ukraine; investment activity in selected industries of the economy of Ukraine; investment activity in special (free) economic zones of Ukraine; the mode of investment activity in the territories of priority development; modes of investment activities in the technology parks of Ukraine. Identified the stages of the becoming of public regulation of the foreign investment in Ukraine.

Legislative and regulatory framework of application of internal financial control in the agrarian sector of economy of Ukraine

Abstract. For today the perfect legislative framework of functioning of bodies of state financial control is absent in Ukraine. Reforms that took place since the 90s of the last century weakened a role and meaningfulness of departmental control considerably; as a result we see a substantial reduction of its influence on warning and exposure of defects, facts of violations and abuses while using material, labour and financial resources. As a consequence of this, tendencies of reduction of agro-industrial potential, worsening of social position of rural population started to be formed in an agrarian sector. The factors of market economy need substantial alteration of internal financial control. The task is to create such a system of departmental control, which would assist the acceleration of socio-economic development of village, strengthening of legality, creation of the rational and effective system of economic management. However, the new system of departmental control has not been created yet, so it is necessary to improve the current system.

Features of the operation of international universal insurance companies

Abstract. Features of the international universal insurance companies are considered in the article. The trends of development of the insurance companies on a global level are identified. In this paper we defined a new role of international universal insurance companies, which consists in the fact that they perform the functions of specialized credit institutions – is crediting certain spheres and sectors of economic activity. Insurance companies hold leading positions, after commercial banks in terms of assets and the ability to use as loan capital. In this paper we define the nature of the resources accruing to insurers, you can use them for long-term productive investment, for example, through the securities market. Therefore, insurance companies have a dominant position on the market of free capital.

Development of a regional mechanism of heightening market potential usage by construction companies

Abstract. The article develops conceptual foundations of the regional mechanism of heightening the market potential of construction companies of the regions, which contains local authorities, construction companies, financial institutions, and population. The following organizational provisions are proposed for functioning of the indicated regional mechanism: a regional fund of home building, a regional investment-and-construction corporation, a regional developer, a regional fund of construction innovations, and a regional system of nonbank institutions for mortgage crediting. Coordinated action of indicated organizations, provided corresponding financial support and regional authorities’ participation are arranged, gives possibility to decrease construction cost and heighten the effective demand for the construction products of the region. This will allow to significantly increase effectiveness of market potential usage by construction companies of Donetsk region and other regions.

Foreign and home experience of adaptation warm supplying complex to market conditions

Abstract. In article experience of formation and functioning of a heatsupplying complex (HSC) in foreign countries and problems adaptation of the domestic companies of a heat supply to the international standards is considered. Factors of impact on heatsupplying complex of the country are defined: on extent of influence, on belonging to spheres of public life, in the direction and action scales. The mechanism of innovative activity, potential sources of financing of the innovative directions of reforming of HSC is analysed. The integrated approach to an assessment of innovative investment potential of the enterprises of the heat supply, considering requirements and features of the enterprises of a heat supply and based on expert and analytical tools with allocation of the importance of each component that allows to define a complex indicator of innovative investment potential is offered. Recommendations for formation of the organizational and economic mechanism of innovative development of HSC of Ukraine and its further improvement are made.

Features and capabilities of housing development in the regions of Ukraine

Abstract. The main features of the housing industry, which in the distributed – specific organizational and economic nature. Features are formed on the basis of research regulatory framework interpretations of housing and housing construction, taking into account the historical aspects of the development of terminology. Among the features highlighted in organizational complexity and diversity of the final product, the need for continuous improvement of technology, unique housing projects, stationary character of construction products, a variety of participants in the construction process. The special features of an economic nature include: the relative slowness of capital turnover, high-risk features of pricing based on the current regulations. The role of housing development related activities and stimulate the development of other industries, as a basis for improving the quality of life in the regions. Proved that the use of institutional and economic characteristics of a housing development at the regional level can be the basis to identify potential opportunities for promoting its further development and accumulation potential.

Fundamental motivation of expediency of national implementation of economic security level of state

Abstract. The paper is motivated an expediency of state intervention into the processes of regulation of national security level, has analyzed the origin of conception «security» from the beginning of its application to the term separation of «economic security». The economic security level has been proved to depend on the gross domestic product level, investment, innovative activity, stagnation of industrial sectors, state of development of banking system, national debt level. The trends of formation of the threshold parameters of the national level of the economic security during implementation of national strategy of economic security have been determined.

Features of style of government activities to prevent and protect the population from emergencies: ways of its rationalization

Abstract. According to the paper the style of public management activity is derived from the management style and even broader concept of «style». It made possible to characterize the overall and individual styles and differentiate their differences. Therewith it made possible to point out such a quality as scientific content of public administration style, which clearly reveals the degree of development of science, art and management experience. Given the nature of government activities to prevent and protect the population from emergencies, key characteristics their inherent styles were identified. The ways of a style of public administration activity were suggested: legal regulation, increase in management efficiency, an introduction of collective decision making, delegation of powers, information analytical support, the development of communication links, the need for continuous development of the culture of each manager. It was noted that the rationalization of style of public administration activity was human capacity building and its gradual transformation into a resource. Such problems and issues for further research were identified as undeveloped organizational and legal support of management style development.

Problems and priorities of government administration by development of medical education of Ukraine

Abstract. The paper is justified the fact that priorities formation of government administration in the sphere of development of medical education of Ukraine should proceed from the classification of the corresponding problems, ranging them by importance and relative reduction of the purposes for their solution. The problems of the medical education are selected to be classified appropriately as organizational, personnel, financial, informative and treating, procedural. The number of problems are proved not to demand by special intervention of the state and can be solved in the complex with other problems by means of realization of priorities of governmental administration with the development of medical education. The latter can be dealt with the standardization of the medical education, the financing regulation and interaction with medical treatment facilities, coordination of scientific and systematic provision and others.
