Adaptive management elements in the system of cost efficiency evaluation of an industrial enterprise operation

Abstract. There is made an attempt to form methodical tools of the economic elements of an effective adaptive management at the industrial enterprises of a city, as well as the mechanism of development of management activity. Fundamental principles of forming the economic elements of adaptive management at the enterprises of metallurgical industry of a city are substantiated. It has been proved that the state of an enterprise as a management object must be determined by concrete criteria, first of all by financial and economic indexes. The book «The system of indexes of evaluating an efficiency of an enterprise adaptive functioning» was taken as a basis of selecting the indexes. It comprises the authors’ concept of a necessity of a paramount evaluating of an efficiency of carrying out some managerial functions among other important economic indexes in the system of adaptive management.

Modeling of the enterprise economic security management processes

Abstract. This article suggests a new concept that ensures an enterprise economic security. It is based on the research of enterprise economic security management processes. The article grounds and develops the conception of an anticipative management of economic security. The anticipation principle allows increasing the efficiency of the economic security management due to early threat recognition and making anticipatory controls. The developed models of an enterprise economic security due to the use of fuzzy threats estimates allows to raise the level of economic security at the expense of effective resource redistribution. The proposed models of inter level interactions in the economic security management system allowed evaluating an interlevel impact of controls and threats on the entire economic security level and providing a viability and development of complex multi level systems.

Accounts receivable: essence, classification, controlling mechanism

Abstract. Market relations mean a close cooperation between contractors. Competition available practically in all kinds of economic activity causes a necessity of conducting a more flexible competitive policy with the help of non- price methods, one of which is realization of goods (rendering of services, performance of works) at a delay of payment. It is obvious that such methods cause a growth of accounts receivable of a seller and undermine its solvency. This article reveals the essence of accounts receivable on the basis of the analysis of the existing approaches to the investigation of the given problem. There are also stated and generalized the knowledge concerning some ways of the classification of the accounts receivable. There is substantiated a necessity and worked out an algorithm of controlling accounts receivable, and described a complex of measures of repaying accounts receivable on an example of the utility enterprises.

Problems of the formation of market relations in a city heat supply

Abstract. According to the State program of reformation and development of housing and communal services for 2004-2010, one of the directions of reforming heat supply is a more profound breaking up of the monopoly on the market of thermal energy. A necessity of market transformations is determined by the following factors typical for the heat supply sphere: enterprise unprofitability, acute shortage of budgetary funds, low investment appeal, a high level of accumulated depreciation, great losses of thermal energy, shortage deficiency of professional people. A monopolistic market position of heat supplying enterprises leads to a semi-effective use of the resources available; to disability of heat supplying enterprises promptly meet the demands of consumers by accepting adequate economic measures and managerial decisions; to absence of personal interest of workers in the observance of quality, reliability, and ecological safety parameters in operation (services). There are analyzed the main problems and directions of the formation of market relations in a city heat supply.

International tourism dependence on currency fluctuations

Abstract. One of the leading directions in the international economic relations is international tourism. In a profitable part of the budget of many countries tourism takes the main position. There is considered dynamics and tendencies of the international tourism development for the period 2000-2005. The author analyses dynamics of the US dollar exchange rate fluctuations as to Euro for the same period. Dependences of the international tourist receipt of funds on exchange rate changes were analyzed. Besides, there was found out how rate fluctuations of two world currencies, the US dollar and Euro, influence the intensity tourist services trading (forecasts concerning changes in structure of the balance of payments and flows of tourists among the countries which use Euro and dollars were made).

Problems of a budgetary support of a city economic system development

Abstract. There is analyzed the budget of the town Yasinovataya, and the basic problems of a budgetary support of the city economic system development are revealed; these problems are reduction of a specific weight of local taxes and tax collections in the general structure of a budget profitable part, an absence of the mechanism of a return specification and adjustment of planned performance if a taxpayer’s address changes, losses in the city budget because of a land tax rate change. There is substantiated a necessity of carrying out a thorough analysis of the performance of a budget profitable part of the city regarding the sources of income, reasons of short receipt of some taxes and tax collections being relieved. There are put forward recommendations as to the search of additional financial resources (development of non-tax sources of budget incomes) that will promote an increase of a financial independence of local authorities in the realization of their own powers, in particular, in the city economic system development.

Methodical approaches to the solution of the problem of municipal services adaptation to changeable conditions of their functioning

Abstract. In passing to the market economy and forming budget revenues, as well as in stabilizing a financial position of city enterprises, an adaptation management letting a leader find correct, adequate to the problem arisen solutions has taken on a particular topicality, just as a crisis management allows revealing a reason of factors unfavorable for an enterprise, but a distinction in kind is between them that makes it possible to distinguish among them focusing on a specific character and aspects of application of every of them. Ability to response timely and make a correct decision under new conditions is good for the level of a socio-economic development of an agent of management and for a city in whole: under competition, the enterprises active in the development and introduction of principles and mechanisms of an effective adaptive management have advantages.
