Concept, Formation and Development of Personnel Management

Abstract. The need to develop the concept and mechanism of personnel management as the main element of labor market regulation is relevant in the issue of preserving the country’s human resources potential. At the same time, there are threats to reduce personnel in various sectors of the economy as a result of industrial restructuring. Employment opportunities for staff in other countries are growing. It is advisable to consider such a situation as a threat of mass migration of highly qualified personnel in the domestic labor market. The creation of barriers to illegal migration to foreign countries will not allow solving the problems of personnel management; therefore, it is important to search for new approaches to its regulation. In this paper, the author considers possible various factors for regulating personnel management, which have a significant impact on the formation of the personnel management mechanism, taking into account the formed directions of effective personnel management, which make it possible to select the appropriate tools listed in the system of classification signs.

Conceptual Approach to Studying the Process of Formation of Ecologically Oriented Clusters in the Conditions of an Innovative Economy

Abstract. The article is devoted to the development of regional systems in the context of prospects for the formation of ecologically oriented clusters. Particular attention is paid to this issue in connection with the transition to an innovative economy. The issues related to the study of certain aspects of the formation of regional clusters are analyzed. Based on the analysis of domestic and foreign literature, the concept of «environmentally-oriented cluster» is clarified, which makes it possible to consider these structures from the standpoint of interaction «nature – social production». The authors present a conceptual approach to the study of the formation of environmentally-oriented clusters in an innovative economy, and also focus on one of the stages of the proposed approach – the systematization of factor and structural characteristics of the greening of regional clusters, taking into account the tasks of the development of regional systems.

Importance of the Construction Materials Industry in the Socio-Economic Development of the State

Abstract. The most difficult industry from the point of view of forming a regional policy in terms of stimulating its development, creating conditions for the sustainable development of related industries, and infrastructure support, is the construction materials industry. At the same time, the success of the implementation of programs in the field of housing, industrial construction, and infrastructure development of the region depends on the development of the building materials industry. The study of the importance of the construction materials industry in the social and economic development of the state is an important task on the way to setting and implementing the strategic goals of both individual territories and the state as a whole. Establishing the factors that determine the state and development of the construction materials industry, their relations with other industries, and their impact on the social priorities of the state is an urgent topic of research.

Program Approaches to the Reproduction and Restoration of Residential Fasilities of the Donetsk People’s Republic

Abstract. The essence of physical and moral deterioration of residential facilities is considered in the article. The housing stock is analyzed by the degree of improvement, as well as the level of accumulated depreciation in the context of cities and districts of the Donetsk People’s Republic. The need to develop and implement program documents aimed at the restoration and reproduction of residential facilities in the Republic is justified. A SWOT analysis of factors affecting the performance of major repairs and reconstruction of residential buildings was performed. The effects of energy-saving measures in the implementation of the Program of reconstruction and capital repairs of the housing stock for all stakeholders are determined. It is proposed to use the experience of Russia in determining the mechanism for accumulating the necessary funds for the restoration of the housing stock, namely, to finance part of the costs at the expense of the owners of residential premises.

Improving the Organizational and Technical Level of Production Systems in the Conditions of Unstuble Development of the Region

Abstract. The article deals with the problem of improving the organizational and technical level of enterprises through the transition from local measures based on the modernization of equipment to a new scientific and technical policy, taking into account industry characteristics. Since the level of increasing the organizational and technical development of production systems at the expense of internal reserves is relatively limited, the solution to the problems that arise when it increases becomes possible if there is a developed intersectoral territorial cooperation in the region or the industry as a whole. Methodological and practical recommendations on the formation of a comprehensive program for improving the organizational and technical level of production systems using elements of the program-target approach are developed. It is emphasized that these recommendations can be applied at any level of management, since the techniques of building a tree of goals and sub-goals, justifying options for achieving goals to improve the organizational and technical level, moving from goals to a set of management activities, etc. are the same for any system (enterprise, association, region).

Social Housing Construction Financing in Russia and Abroad

Abstract. The article identifies the main problems in the provision of social housing. The methods of forming the social housing stock for expanding its number have been clarified: through the purchase of private houses and apartments by the state from private owners; construction; long-term rental housing from private owners; transfer of housing to trust. The sources of financing of the process of providing housing to needy citizens are identified. The factors hindering the development of the rental housing market have been clarified: low return on investment; rather high construction costs; small monthly rental income; long payback period of investments in rented housing, etc. The mechanism of implementation of investment programs in the field of social housing construction is presented. The experience of various countries in the design of social housing and reimbursement of expenses by the state for renting social housing has been systematized. The features of financial support by state authorities in construction of social housing abroad have been studied.

Theoretical Aspects of Real Estate Management: Problems and Ways of their Solution

Abstract. The article provides a theoretical analysis of the conceptual apparatus, clarifies the concepts of real estate, commercial real estate, real estate management, the organization of the most effective real estate management. The distribution of income from the lease of a property, sale of property on behalf of the founder of the management, the development of the property in order to increase its commercial attractiveness, directions of conservation of the management object and the transfer of the management object as a pledge are analyzed. A mechanism for managing commercial real estate objects has been formulated, which develops the provisions of an investment assessment, recommendations for the implementation of the proposed mechanism for owners and managers of commercial real estate objects have been developed. The main shortcomings and mistakes in real estate management at various stages of its development are revealed. Real estate management is one of the most important issues in economic science and practice. The relevance of research in the field of real estate management is due to the current economic situation in the country. In these conditions, the problem of real estate management, analysis of the investment attractiveness of real estate, i.e. assessment of the characteristics of the operating conditions of the object that determine the return on investment. The existing scientific developments on management and investment in real estate do not pay due attention to the issue described above. Therefore, in modern conditions, for the effective management of commercial real estate objects, it is relevant to develop guidelines for creating a mechanism for such management.

Determinants of Construction of the State’s Tourist Brand

Abstract. The article examines the issues of the multi-directional influence of determinants on the formation of a positive image of the state. It is proved that when forming the tourist brand of the state and its further implementation, it is necessary to take into account the polarizing aspects of the spatial development of destinations. The necessity of systematization of spatial-polarization factors influencing the formation of a tourist brand on the basis of interdependent and interdependent determinants is proved. The influence of multidimensional factors of spatial polarization on the tools for constructing the mechanism for the formation and implementation of the tourist brand of the Donetsk People’s Republic is determined. The tools for constructing the mechanism for the formation and implementation of the tourist brand of the Donetsk People’s Republic are systematized. It is proved that the tourist brand of the state should be studied not only in the context of foreign economic interaction and the formation of investment attractiveness, but also taking into account the key constituent elements on which its formation and promotion should be based. It was found out that when forming the concept of a tourism brand, it is important to take into account the principles of protecting national interests and information policy of the state when interacting, uniting and coordinating the efforts of stakeholders at different levels.
