Comprehensive Assessment of Effective Efficiency of Socio-Economic Systems
Donetsk Academy of Management and Public Administration under the Head Of Donetsk People’s Republic
Abstract. It is argued that a comprehensive assessment of socio-economic efficiency should be carried out in unity with the effectiveness of socio-economic systems at any level of the organization. For this, it is advisable to use a generalizing indicator of the effective efficiency of macro, meso or microsystems. The assessment of its economic and social component is carried out on the basis of multiplicative efficiency. It is substantiated that the target criterion of their balance determines the saved part of the income of individuals. Based on the area of stable values of the propensity to save, it should be 30–40 % for households in the macrosystem. At the same time, for workers of the meso and microsystems, relative to their living wage, it should be at least 40 %. With respect to these boundaries, the general and actual imbalance between the social and economic components of the effective efficiency of socio-economic systems is assessed.

Management Personnel as the Main Element of Labor Market Regulation

Abstract. The article is devoted to the study of the development features of the personnel management system taking into account the main functions and analysis of the essence of the category of labor market regulation. The emergence of problems associated with the constant regulation and reform of the labor market determines the need for transformation in the field of personnel management. The essence and functions of the labor market are determined, and the need for the development of theoretical and methodological approaches to the formation of personnel management in conditions of economic instability is determined, in which there is a sharp violation of the proportions of demand and supply of labor. The purpose of the development of personnel management in modern conditions is to maintain high production efficiency and social stability of the society. When making managerial decisions on the regulation of employment, it is advisable to take into account the dependence of the ratio of supply and demand of labor and actual wages.

Estimation of the Value of a Real Estate Property as a Basis for Making Investment Decisions

Abstract. The article is devoted to the issues of increasing the reliability of appraisal procedures in the field of real estate as the basis of further investment decisions. Based on the study of normative legal acts in the field of appraisal activities of various states, a comparison of the theoretical apparatus of real estate appraisal was carried out. A system of principles for real estate appraisal has been formed, based on international experience on this issue. It has been highlighted, analysed and established the features of existing methods for assessing the value of real estate: profitable, cost and comparative. It has been substantiated that the choice of the method for evaluating the property by means of the value function directly affects the adoption of investment decisions. Based on the above analysis, criteria for assessing the value of real estate objects were formed, the accounting of which affects the reliability of the assessment results and the correctness of investment decisions.

Prospects for the Development of Resource Saving in the DPR Municipal Economy

Abstract. This article deals with the problem of resource conservation in the communal services, which is urgent for the republic. Attention is focused on the introduction of energy-saving technologies with the use of solar modules in road lighting. The problems and possibilities of resource-saving in the republic are investigated. Electricity consumption in summer and winter is estimated when using incandescent lamps and energy-saving lamps. Comparisons in the feasibility study of a lamp street lamp and an LED street lamp are given. We also consider the main modern light sources that reduce the consumption of energy resources for road lighting on the example of the Russian Federation and Norway. A program for the introduction of autonomous power supply systems for street lighting based on the use of economical LED lamps and solar panels in the Donetsk People’s Republic is considered.

Organizational and Analytical Support of the Construction Complex Management System of the Donetsk People’s Republic

Abstract. The article is devoted to the consideration of the management system of the construction complex with the allocation of internal and external factors of direct and indirect impact on the management system of the Donetsk People’s Republic. On the basis of the analysis, the main factors influencing the development of the construction complex of the Donetsk People’s Republic were established: economic blockade, political instability, significant destruction of the housing stock and infrastructure of the city. The main tasks for the construction complex of the Donetsk People’s Republic are highlighted, namely, the determination of directions for the development of the territory of cities in order to restore the housing stock and infrastructure support, as well as improve the quality of life support of the population, which implies the activation of investment activities, the attraction of qualified specialists, the search for investors. In order to solve the indicated problems of the development of the construction complex, it is proposed to form an effective sectoral system for managing the construction complex, which will be aimed at overcoming the decline in volume indicators of construction, as well as improving the indicators of the quality of life of the population.

Information and Analytical Support for Real Estate Market Assessment

Abstract. The article presents a multidimensional interpretation of the real estate market, it has been determined its position in the economic system, and the main segments in the form of residential, commercial and industrial real estate have been found out. It has been characterized the real estate market of the DNI, the structural elements and features of functioning associated with the pressure uncertainty, and the lack of access to credit, which limits prospects for development, reducing the purchasing power. As part of the research of information and analytical support for real estate market assessment, it was revealed that the information base is represented by open sources, and analytical processing is carried out mainly without the involvement of specialized software systems. The shortcomings of the existing evaluation system in the form of secrecy of information about the results of real transactions, the formation of databases based on sources with duplicate, incomplete or unreliable information are revealed.

Engineering of Management Processes in Construction Organizations

Abstract. The paper examines the features and essence of engineering management processes in construction organizations, it has been determined the current problems in the field of construction engineering and presented a number of measures to improve the implementation of engineering during the management process at the initial stages of construction planning. Since the concept of engineering management processes in construction organizations is complex, extensive, including many works, it does not have a single dictionary definition, however, in practice, engineering management processes in construction is vital already at the stage of construction planning, which means this topic is relevant today and is of great importance for all participants in the construction process at any stage. About 65 % of the total amount of losses during the construction period is a rise in cost due to imperfect design solutions. In our country, in contrast to foreign countries, where the practice of implementing management engineering in construction organizations has been used for a long time and the quality of management is quite high, domestic organizations prefer to seek help from foreign engineering associations. However, it should be noted that there are no objective reasons to distrust our experts in this field, they are also competent in this field and are improving every year, and therefore their services are not inferior to their foreign predecessors.

Approaches to Pricing Policy of Object Construction at Various Stages of Investment and Construction Projects

Abstract. The article clarifies the concept of «investment and construction project», it also identifies the features of price formation in construction. It is proved that it is advisable to assess the cost of construction of objects at different stages of the project to achieve different goals using different methodological approaches. The process of forming the construction price of an object is graphically presented. It is revealed that depending on the completeness of the initial data, the construction cost is estimated with varying degrees of accuracy, which increases as new information about the construction object becomes available. The features and goals of forming the price of construction objects at different stages of investment and construction projects are determined. The existing methodological approaches to determining prices in the construction of various objects are considered, their disadvantages and advantages are identified, and ways to improve them are proposed.
