Problems of Accounting for Actual General Production Costs in the Estimated Rationing at the Stage of Negotiating the Price of the Tender Proposal

Abstract. The article discusses the methodological approaches to the development of estimated standards and market methods of pricing in construction. The concepts, functions and tasks of the estimated norms and regulatory framework are described. The importance and relevance of the use of estimates in construction are shown. Based on a theoretical analysis of the comparison of overhead costs at the stages of preparation of investor budget documentation and the price of the tender offer (contract price), that the substantiated actual indicators of overhead costs for specific contracting organizations differ significantly from the average indicators recommended by the Ministry of Construction of the DPR and objectively depend on many factors. It reflects the need to create an estimated regulatory framework that allows you to reliably and with minimal costs determine the cost of construction at the early stages of the feasibility study of design solutions, taking into account the market conditions for construction services.

Promising Areas of Financial Engineering in the Construction Sector

Abstract. The article clarifies the concept of «financial engineering», identifies the features of financial engineering in the field of construction, where it manifests itself in the planning of possible options for financing investment and construction projects, both in terms of sufficiency of funds, their cost and availability, and in terms of reserving sources of financing in the presence of risks of exceeding the initial budget of costs or loss of the main source. Financial engineering tools that are appropriate for financing investment and construction projects are identified: derivative and mortgage-backed securities. It is noted that the development of financial engineering can be facilitated by factors: environment and intra-company.

Modern Trends of Integration Development of Transport Companies

Abstract. The article, on the basis of a generalization of modern approaches, reveals the content of the concept of integration development as a priority direction for the development of enterprises, which helps to strengthen their stability and ability to resist the adverse effects of the internal and external environment. At the same time, on the example of the largest transport companies in the world, the experience of business development through the implementation of integration processes is analyzed, which showed that integration in the transport industry has features due to the specifics of the activities of modern transport companies. The most effective forms of integration development of transport companies have been identified, which, as a rule, occupy an intermediate place between a fully centralized corporate structure and cooperation in modern economic conditions and allow them to occupy a leading position in the transport and logistics services market and diversify business in other promising sectors of the economy.

Improvement of Efficiency of Capital Repair of Housing Fund by Using Energy-Saving Technologies

Abstract. The need to use energy-saving technologies in the field of housing and communal services is justified in the article. This allows to reduce the amount of energy consumed, and improve the environmental situation in the region. It has been proven that the most relevant is the use of energy-saving materials and technologies precisely at the stage of repair and restoration work of all kinds (overhaul, reconstruction, modernization of the housing stock). A number of measures that can improve the energy efficiency of capital repairs of the housing stock are proposed in the work. The need to determine the economic effect of the implementation of energy-saving technologies during capital repairs for direct consumers and for the municipality is noted. The appropriateness of the distribution of financing energy-saving measures for all participants in the overhaul of residential buildings is justified in the article.

Features of Expertise and Management of Industrial Real Estate in the Donetsk People’s Republic

Abstract. This article discusses the features of the examination and management of industrial real estate as an independent activity in the Donetsk People’s Republic. The republican market of industrial real estate is analyzed, the problems of the effectiveness of managing industrial real estate objects that are put into circulation on the market are identified, the structure and composition of property complexes are diverse. The share ratio of industrial facilities of the Donetsk People’s Republic in the total production potential of the Republic is considered. The article also outlines the key problems of the investment sphere for the restoration of industrial real estate. The main development paths and features of industrial real estate objects are reflected, the methods of economic expertise and methodological tools for the operation and management of real estate objects are systematized, which leads to an increase in the efficiency of their use and reduction of operating costs.

Abstract. In the article basic directions of the use of engineering are considered in modern business. Today considerably influencing of new technologies grew as a key mean of competition in the world market, and a technological factor grew into motive force and major competitive edge which forms the strategic future of enterprise. Experience of the economic developed countries shows that, who orients the activity on carefully thought out introduction and use of the newest technologies appears a winner, research and experimental-designer developments, achievements of world progress, update of ramshackle funds, on passing to the innovative intensive type of development, to related to upgrading, mastering of new products, increase of efficiency of production. An engineering necessity is conditioned the high dynamics of the modern business world. Continuous and substantial changes in technologies, markets of sale and necessities of clients became the ordinary phenomenon and companies, aiming to survive and save a competitiveness, are forced continuously to reconstruct the strategy and tactic, constantly to brush up.

Organizational Business Systems at the Enterprise

Abstract. The article touches upon the problem of introducing organizational business systems at enterprises that is relevant for modern market relations. The presence of an organizational business system in the enterprise contributes to the effective functioning of the enterprise; structuring the main subsystems of the enterprise, which positively affects labor productivity; increasing competitiveness, as well as minimizing costs and increasing profits. Attention is focused on the study of the features of a civilized business, which is characterized by the integrity of the business system, within which subjects confront each other without bringing significant consequences to this system. The basic elements of a business system are considered, including strategy, technology and management, staff. The conditions for creating the technology of work are considered; personnel management methods (administrative, economic, socio-psychological); system management requirements.

Methodological and Methodical Basis of Determining the Cost of Urban Facilities

Abstract. Existing systems for determining the cost of construction of urban facilities are considered in the article. The most promising areas of reforming the national estimated regulatory base, which is the basis of estimated prices are indicated. The main element of the estimated regulatory base is the estimated norm, which is a set of minimum, but sufficient resources necessary for the implementation of certain construction works. The foreign experience of estimated standardization is analyzed. Estimated norms and standards in foreign countries are more progressive and perfect, they are modernized at least once a year, taking into account innovations in the construction industry and other factors affecting the estimated regulatory base. The role of estimate calculations in the justification of the cost of construction of urban facilities is determined. The main directions of the formation of enlarged estimated norms and standards are analyzed, their advantages and disadvantages are noted. Recommendations for improving the accuracy and reliability of the forecast estimate of the cost of construction of urban facilities using enlarged estimated norms and standards at the early stages of design have been developed.
