Classification of Real Estate Objects: Theoretical and Applied Aspects of the Question

Abstract. The article is devoted to the study of theoretical and applied aspects of the classification of real estate. Based on a comprehensive theoretical analysis on the studied range of issues, it was found that real estate as an economic category has a broad multidimensional classification in the context of groups, types and subspecies. Moreover, a unified approach to the classification of real estate in the works of modern researchers is not traced. The study of regulatory aspects on the classification of real estate in the context of the legislation of individual states allows us to talk about the formed system of systematization criteria, which is useful from an applied point of view. The paper concludes that it is necessary to develop a unified system for the classification of real estate objects, in terms of their quantitative and qualitative characteristics, based on existing regulatory and legal support, but taking into account the needs of all real estate market entities.

Macroeconomic Researches of Competitiveness of Human Resources

Abstract. The article considers the essence of the concept of «competitiveness», defines three levels of its manifestation, namely, individual, microeconomic or collective, and macroeconomic or social. The dependence of the competitiveness of human resources at each level on the external environment is noted. It is substantiated that the macroeconomic one is the fundamental level of ensuring the competitiveness of human resources, in connection with which it was proposed to determine it by the ratio of the total number of competitive human resources suitable in their parameters for competition in the country to the sum of all other resources. The results revealed that it is practically impossible to achieve significant shifts in increasing the country’s competitiveness without a sound national economic development strategy for all spheres of the population’s life, therefore, the state should form a physically healthy, educated and morally strong population that will be competitive with any global changes.

About the Need for Innovation in the Social and Labor Relations System and Formation of Human Capital Quality

Abstract. The article offers an idea of social innovation as an economic category. The analysis of various approaches to understanding the essence of social innovation. Summarizing a number of definitions, the author presents his own definition of social innovation as a socio-economic category. Determining the place of social innovations in the sphere of regulation of social and labor relations, the signs of their classification are identified. The main factors of the development of human capital at the macro level from the point of view of introducing social innovations are identified: demographic development; development of a vocational education system, retraining system, advanced training; systems of prevention and health protection, etc. The statistical analysis revealed a decrease in the population, which negatively affects the quantitative indicators of human capital of the Donetsk People’s Republic. It is noted that the solution to the problems of quantitative and qualitative increment of the total human capital is possible on the basis of the development of social innovations in the field of education and public health. The possibilities of including social innovations in the strategy of socio-economic development of the republic are outlined.

The Concept of «Organizational and Economic Mechanism of Investment Management in Housing and Communal Services»

Abstract. The purpose of the article is to study the concept of «organizational and economic mechanism of investment management in housing and communal services». The article first analyzes the theoretical provisions concerning the content of the concept of «organizational and economic mechanism of investment management» and identifies four interrelated approaches to its definition. Taking into account the specifics and features justification of the concept of «organizational and economic mechanism of investment management in housing and communal services». Further study of this concept allows previously disclosed four interrelated approaches to identify the aggregate of the elements in the concept of «organizational and economic mechanism of investment management in housing and communal services». Forth on the basis of principle Pareto the leading factors of improvement and development of mechanism of investment management in housing and communal services taking into account modern conditions of uncertainty of changes of the external and internal environment are defined.

Organizational and Economic Approaches to Energy Saving and Resource Saving in Housing

Abstract. In the article, on the basis of the analysis of the level of deterioration of the housing stock, municipal networks and installations, the necessity of developing effective organizational and economic approaches to the resource and energy saving in the sphere of housing and communal services is substantiated. It is revealed that insufficient attention is paid to energy and resource saving problems in the implemented programs of reforming the housing and communal services of the Donetsk People’s Republic. The paper concludes that it is necessary to differentiate energy-saving measures for a particular residential building by nature (organizational type, controlling activities, minimum priority resources and energy-saving activities, repair and modernization works, optimization and regulation works, and cost costs, large expenses), which will allow them to be adapted to any budget. The implementation of the proposed approach involves obtaining socio-economic, industrial, environmental and related effects for all subjects of the housing sector.

Theoretical Aspects of Research of the Real Estate Market in Large Industrial Cities

Abstract. The article deals with the theoretical aspects of the functioning of the real estate market in the Donetsk People’s Republic. The state of the real estate market is currently in the formation stage, which has a significant impact on the economy of the entire republic as a whole. The market structure is distinguished by a number of factors that impede its research, which determines the importance of its research in making economic decisions. Considered: composition of the market, segmentation, detailed structure of the real estate market. The definitions of real estate, real estate market were also given. It should be noted that the effective improvement of the real estate economy in the conditions of modern DРR is a promising direction, and it should be studied, analyzed, improved, developed, using domestic and foreign experience.

Methodology for Diagnosing the Effectiveness of the Organizational and Economic Mechanism for Managing Investment and Innovation Activity in the Coal Mining Industry

Abstract. The article explores the problem of diagnosing the effectiveness of the organizational and economic mechanism for managing investment and innovation activity in the coal mining industry of the Donetsk People’s Republic. Attributes are identified that have a significant impact on the effectiveness of the investigated mechanism of investment support of innovative projects for coal mining enterprises. It is substantiated that the assessment of the conditions for the implementation of investment and innovation projects at the enterprises of the coal industry should consist of three blocks: risk assessment of the internal environment of the enterprise; assessment of the environmental and economic effect and the effectiveness of specific innovative projects implemented in coal mining enterprises. A technique for diagnosing the effectiveness of the organizational and economic mechanism for managing investment and innovation activity is proposed, which allows coal mining enterprises to assess their own potential for attracting investment resources for innovative activity. A set of measures has been developed and justified that are supposed to contribute to the intensification of innovative development in the coal industry of the Donetsk People’s Republic.
